Have you checked the throttle response at engine making sure it is opening all the way. remove cable and check at throttle body. Also remove intake hose and check throttle, that the butterfly valve is opening that the screws did not back out causing movement. Check the foot pedal is going down to the stop, or not binding up in frame.

yes i have checked all that it will rev past 2500 but it acts like it is hitting a rev limiter the rpm will float past that and it gets worse as the vehicle warms up

Ok , is it in limp mode ,making sure all 3 cylinder firing .Have you done compression test, are there any codes, When you say it gets worse when it warms up ,what is running like.is the knock sensor good ,even cam sensor. Is there voltage at the tps and working not allowing the ECU to get inputs from other sensors.

yes we have good compression no codes knock sensor has been swapped it runs fine at idle and higher rpms just when it gets to 2500 rpms the rpms fluctuate like you are against the rev limiter

It acts like it is in limp mode ,just making sure is the rear cylinder firing , have the wires just sitting on top of coils and while running raise the coil wire up and you will hear if it is firing a fast check ,you can do this at each cylinder also. making sure a coil wire is not bad .sorry if you have checked this .When in limp mode it grounds the coil and shuts off fuel.
