I don’t have a wiring diagram for your particular model, but I expect that there is a circuit breaker or fuse on the headlight circuit that is separate from the taillight circuit.

I was just inside the wiring harness of the headlights for my 2014..... it is easy to access the connector to the bulbs, check right there for voltage- it'll answer whether it is a bulb issue vs. a breaker/fuse. Just my thought.
